Short Bio
Mansoor Ahmed, PhD, is an accomplished researcher and academic specializing in Information Management, Information Systems and Technologies, Data Governance, Information Security and Privacy, and AI Ethics and Regulatory Compliance. He holds a PhD in Computer Science from the Vienna University of Technology, Austria, and has extensive experience in academia and industry. Currently serving as a Research Fellow at the ADAPT/Innovative Value Institute, Maynooth University, Dr. Ahmed previously held prestigious positions, including MSCA ELITE-S Fellow at ADAPT, Assistant Professor at COMSATS University, and Postdoctoral Research Scholar at Indiana University, USA. His expertise spans interdisciplinary research, securing competitive funding, and leading high-impact digital governance, cybersecurity, and AI compliance projects. Dr. Ahmed has contributed extensively to the academic community, with over 72 peer-reviewed publications in renowned journals and conferences. His research addresses contemporary challenges in data privacy, secure provenance, and blockchain-driven governance models. He actively engages in professional bodies such as ISO/IEC JTC 1/SC 40 (IT Service Management and IT Governance) and NSAI/TC 2/SC 16 (Blockchain and Electronic Distributed Ledger Technologies). Beyond research, Dr. Ahmed has a strong record of academic leadership, curriculum development, and postgraduate supervision. He has delivered invited talks at international conferences and workshops on topics such as data security, and regulatory challenges in digital ecosystems. His work continues to shape best practices in AI governance, cybersecurity policies, and data ethics, making significant contributions to the advancement of digital innovation and transformation.

Short Bio
Irfan is a Marie Sklodowska-Curie Action Fellow at the Department of Information Systems, University of Agder, and an EU researcher in the Department of Research, Innovation, and Development at SingularLogic. In his research in Information Systems, he examines digital marketing in the metaverse, with a particular focus on ethics and governance in immersive environments such as augmented reality (AR) and virtual reality (VR). Additionally, his work explores data privacy, data protection, and transparent data governance in these immersive digital ecosystems. His research also examines the ethical implications of regulations such as the GDPR and the AI Act on emerging technologies, including the metaverse, blockchain, and artificial intelligence.

SCOPE
GOVTECH-ETHICS 2026 focuses on ethical frameworks, responsible innovation, and governance mechanisms for emerging technologies, including AI, blockchain, and decentralized systems. The workshop addresses the challenges of transparency, accountability, privacy, and regulatory alignment with frameworks such as the GDPR and the EU AI Act.
This workshop seeks interdisciplinary contributions integrating technical, legal, and ethical perspectives to develop practical models for trustworthy, human-centric, and socially beneficial digital systems. The goal is to advance responsible innovation practices and support the creation of governance structures that ensure technology serves societal values and public trust.
